2020年2月18日召开之欧盟经济和金融事务委员会会议后，欧盟宣布开曼群岛因未就集体投资实体(CIV)的领域没有采取经济实质的适当措施，将其列入欧盟不合作税务管辖区名单（「《附件一》」）。

2018国际税收合作(经济实质)法（下称「经济实质法」）于2019年1月1日生效，该法要求从事相关业务之「法人实体」须通报其业务之特定信息。
